The Agency
A downloadable book
The Agency is a document I developed for my home game of Hunter the Vigil. Made up to appear similar to an official supplement, the book features a description of the history and organisation of the fictional black budget, supernatural hunting, government agency. The Agency is not named and numerous elements are called out throughout the book as being incomplete, requiring the players to take on the leadership role of the agency, making decisions about its structure and culture. The book also includes rules on running the agency, including recruitment and funding. Each player was asked to head one of five divisions within the agency, each with its own unique mandate and abilities. The book aimed to let the players take charge of their own Hunter Conspiracy, as they transitioned into that tier of play.
For the uninitiated, Hunter the Vigil has three conceptual tiers, Cell, Compact and Conspiracy. A cell is a group of Hunters who only have each other to rely on in their mission to combat malevolent supernatural forces. A compact is a loose association of several cells, who can share knowledge and resources, and provide active assistance on occasion. A conspiracy is a vast organisation, often operating on a multinational scale, that has access to tremendous resources and manpower.
My players had played a cell based game across several years, in which they met and befriended numerous other cells while travelling across the breadth of the United States and Canada. This booked handled the transition to the conspiracy tier of play, as they renewed association with a former ally who was now in a position to offer significant aid.

I developed this association chart also for my Hunter game, using Analyst's notebook. It details all vampires in my fictional version of Anchorage, along with their human servants and areas of influence. Amusingly, world building for a game set in the world of darkness has a lot in common with analysis of real world criminal organisations. I used my professional skills as an analyst to create this chart, filling it with a great deal of detail while keeping it clear and well structured enough for me to use it as a resource for play.
